Romania’s initiative to establish a NATO corps-level command and control (C2) capability on its national territory was developed in the context of the adaptation process of the NATO Command Structure (NCS) and evolving developments in the international security environment.

In this regard, Romania announced its intention to establish a multinational land command and control capability on its territory during the NATO Summit held in Brussels on July 11–12, 2018. This capability would be integrated into NATO’s Force Structure.

According to the provisions of Law 291/2007 on the conduct of operations by foreign armed forces on Romanian territory, the establishment of an international military command requires the approval of the Parliament. Thus, Headquarters Multinational Corps South-East (HQ MNC-SE) was officially established on the national territory by Decision no. 8 of June 18, 2020, approved by the Romanian Parliament. HQ MNC-SE holds the status of an international military headquarters and is subordinated within the NATO chain of command to an allied command.
